I specifically object to requirement 3:
Namespaces in XML 1.1 must be prepared quickly.
Take the time to do it right or don't do it at all. I do not think
the need for this is so great that it justifies doing it quickly at
the cost of doing it right. If you can do it quickly, great; but this
is not nearly as important as doing it right, and doing it quickly
should not be listed as explicit requirement.
Too many W3C specs, including the original namespaces spec, have
suffered from an unwillingness to take the time to do them right.
There's been far too much emphasis on pushing something out of the
door instead of pushing the right thing out of the door.
