That may have something to do with Clark's article being written before
many of the issues surrounding namespaces even emerged. I find the
piece you cite to be a good summary of the Namespaces in XML 1.0
Recommendation, and similarly lacking in detail. That lack of detail
may be less confusing to beginners, but I'm not sure it's actually
Clark's fondness for disappearing namespace declarations has also been
pretty well ignored.
