XMLCooktop says that 
//b[local-name(preceding-sibling::*[1])='a'] 
works
However it doesn't work in XML-SPY 4.4

....

Am I using XML-SPY wrongly ? :-) it just turned me crazy :-)

I'm pretty sure that's wrong but I'll wait for Jeni, Dave Carlisle, Mike
Kay or one of the other XPath experts to confirm this before jumping to
