Gee,
file://b[preceding-sibling::*[last()][self::a]]
This doesn't return anything in Cooktop but it does work with XML-SPY (!!)

Now the Standings are:
XML-Cooktop 3
XML-SPY       1
Eric                  1
Garland            0
