Sorry to be too brief -- it's a PSVI property, guaranteed
to be there on any Info Item which a schema-aware processor has
touched.

Yes, on balance, because it's on _every_ II that's been
schema-processed, and schema-processing doesn't ever touch the DII.
Also, since schema-validity assessment can start at _any_ EII in the
document, not just the document element.
