I can't explain what happened, but I did reply to your message, and that

One additional interesting point we haven't really discussed is that
xml:base and HTML's BASE element are very different. xml:base is an
attribute that can appear anywhere and its scope is limited to the it's
host element. BASE is an element that appears in the HEAD element, with
an HREF attribute, and its scope is the entire HTML document.
Of course, all your base are belong to us.
