This goes straight into XML 1.0 at the lowest level. In fact, it sets 
something up below the current lowest level (well-formed only). 
Worrying about variations from other specs like original namespaces 
and namespaces+errata and namespaces 1.1 and schemas and ... only 
multiplies the problems.
