No more intolerable than the fact that XML does not require parsers to
support the Microsoft codepages. 

By "mainframe platforms" you mean "IBM and compatible mainframes". Let's
be clear that this is vendor-specific.

Which leads to the interesting reflection that XML 1.1 has two themes:
supporting users of minority and obsolete languages such as Sanskrit,
and supporting user of minority and obsolete computers such as
US-designed mainframes. Would you bet your own money on the success of
such a venture?
