Standardizing meaning localizes. That's all.
As the semioticians put it, create or discover an interpretive
community ontologically committed to a validatible
interpretation. This isn't difficult to understand
and only tedious to achieve. Syntax is the easiest
agreement to get. People care the least about it.
Successful standards are quite often agreements
about things people could care less about. So
by following the 80/20 rule and Dare To Do Less,
the first order of business is to raise the
priority of trivia.
That thing about hats....

Syntax standardization also seems to embolden people to go out and
standardize meanings and processing, which brings them right into the
weeds.
