I think you are way too pessimistic. I would predict the opposite effect -- such a vacuum would very quickly be filled by any of the high-quality independent implementations out there, and people would stop being so paranoid about "Is Adobe going to pull a Flash and try to turn SVG into a 'Platform', sparking another war?". Many SVG viewers exist, and plugging into a web browser is easier than implementing SVG in the first place. The lack of viewers which are hosted in the web browser should not be seen as lack of capability, but simply lack of volition in the absence of any compelling reason to hook the viewers up (so long as Adobe ships a sufficient viewer).
http://sourceforge.net/projects/svgdomcsharp/ is one nice project. KDE also has support. In other words, it is obviously possible for independent developers to build good-quality SVG implementations which are useful. In fact I would say that the existence of such implementations is a key measure of how successful SVG is. If SVG requires one or two big Gorilla benefactors to keep it alive, I would claim it is a failure and never should have been standardized. Thankfully I feel that is not the case with SVG.

Nevertheless, I stand by my statement that the SVG world is primarily
dependent on a single closed-source implementation. If Adobe retracted
their SVG viewer, the SVG world would be in bad shape for quite a while.
