Please forgive sloppy writing.  They want 1.5 seconds 
to be the maximum.   We usually take exception to that 
because it is always possible for the user to create a 
query that takes longer (eg, all names of all white men).

Are operations not allowed to take less than 1.5 secs?

That would be the only way for worst-case and average to be the same.
