Of course it's possible that you are correct about this but equally it may not be relevant to how MS will respond to XForms. I gather that the first betas of Office 11, including XDocs, have been / are just about to be shipped out. XForms is still a Working Draft.
One of the online articles I read about XDocs hinted/stated that XDocs is essentially NetDocs repackaged. In that case, it is possible that XDocs (in its NetDocs incarnation) started some time before the XForms WG really started to piece the parts together about exactly what XForms is to be.
Of course, if XDocs flies then MS may feel free to ignore XForms (subject to Len's comments on the topic). Since relatively little has been made public about XDocs, it seems to me that it is too early to tell for sure either way.
