I don't see any way around that one either, except maybe strict
adherence to IDs, which doesn't seem likely.
1, 2, and 3 seem like they might be plausibly addressed, but without
(4), I'm not sure the exercise works.
Perhaps the URI reference infrastructure needs some rethinking?
