Sorry to keep ranting, but this meme has got to be stomped before it
takes too much of a grip.  GREEK PHI SYMBOL was the name in Unicode 1.1,
2.0, 3.0, and will be in 4.0.

GREEK SMALL LETTER SCRIPT PHI was used in Unicode 1.0 before the merger
with ISO 10646 in 1992.  At that time, the ISO names were adopted once
and for all.  No name will ever change again.
