Not bad.

How about a 4 sentences version:

"The WWW made it possible for anyone in the world to publish documents
about things in such a way that everyone else in the world could locate
those documents, use them, and in turn make new documents that link to
them.  HTML was the syntax that made it possible.

The SW hopes to make is possible for anyone in the world to publish
assertions about things in such a way that everyone else in the world
can locate them, use them, and in turn make assertions about them.
RDF/XML is the proposed syntax for this."

One could also add:

"By January 1993, ten minutes on www-talk was enough to turn brother
against brother.  By January 1995, ten minutes with notepad.exe and
Netscape was enough to turn the average programmer into a prolific
publisher of web pages and a passionate WWW advocate.  Brothers lived in
harmony.

By January 2000, ten minutes on www-rdf-interest was enough to turn
brother against brother."
