No. Your input document is not well formed, so every XML parser will
complain.

Correct the input to

   <no id="3"
url="http://www.cnptia.embrapa.br/ConsConteudo.jsp?tituloResumido=filho3&amp;tituloArvore=titulo&amp;idConteudo=AC_FEFE_2_3122002162531";
/>

and it should all work fine.
