OASIS should be prudently careful of using Robert's Rules for early standards work.
XML Schema was developed under that regime. I believe that Robert's
says that for voluntary associations where members have a finanicial
stake in the outcomes of decisions, a simple majority is required to
vote something in but an absolute majority is required to change something.
(This may be so that people don't lose their investments by sudden lurches in
policy, e.g. if some competitors join and try to steer things away from the
favour of the founding members. )
When applied to developing standards, it can mean that decisions made early
are set in stone: this is entirely inappropriate for new standards development
until late in the day -- until well after prototypes have been evaluated.
