In the free "Resource Library" section of our web site navigated from the 
address below you will find under "XSLT Resources" the resource "Static 
Creation and Debugging Stylesheets with MSXML Processing".  This is a 
cScript script for running from the command line to invoke 
MSXML.  Everything is supplied that you need for running from a command prompt.
