You don't have to consider normalization for conformance to Charmod:--
* if your system is not a WWW system (out of scope)
* if you can trust the source
* for every individual operation inside a black box (e.g. as long as
"any externally observable results MUST be the same as if the
rules had been obeyed")
* if you inspect the data and find no requirement
A recipient shouldn't try to normalize unnormalized text: Draconian
error handling.
