I'm not sure what you mean.  IRIs in an XML document (e.g. namespace
names) are in the encoding of that document, and once the document is
parsed are in the XML processor's internal encoding.  IRIs are not
sent across http for retrieval, they are encoded as URIs first, and
are sent in ASCII.
