(For "de jure", I'm reading "de facto".)
People and organizations are always trying to cut the cost of doing
business. If the de-facto standard is reasonably efficient, well
documented and royalty-free, like PDF (as an intermediate print-to
format), it may survive; otherwise, market forces will kill it
eventually.
