If indeed this is a Xerces bug, who do I need to do to inform and
What would be the expected time frame to see another Xerces version ?

That does look like a Xerces bug - - XSV is happy, but not if you
change e.g. <desc>Swimming</desc> to <desc>Swarming</desc>.
