What does it mean to say that the primary vocabulary is "associated to the
doctype"? Every vocabulary defines its own "doctype". If a document has
more than one vocabulary, then it has multiple "doctypes" in - or perhaps,
for - its content. There is no "the doctype" to which any vocabulary in
isolation could be "associated".
Are you saying that "no namespace" and "default namespace" should be the
"same thing"?
