My guess is that internationality should a local property, resolved
against a baseNationality.
The base nationality of a part of a MIME message is:
1. the base nationality specified by an Nationality: header on the
MIME part, if one exists, otherwise
2. the base nationality of the part's parent part within the
message or external entity, if one exists, otherwise
3. the base nationality of the author or external entity containing
the part.
