In the analogy proposed, xml-dev corresponds to transport-tech-dev. Not,
mind, ic-dev. But a place where alternatives to the dominant paradigm are
interesting, not threatening (and not boring).
Granted, criticism without suggesting an alternative grows ... wearisome,
after a while.

I hope not.
Namespaces seem to have proven a bad solution to a problem (or set of
problems). I have yet to see a good solution proposed, but perhaps I've
missed it (is that a cue for Arjun Ray?).
