Speaking from my work, which is in the federal realm:

An XML registry that is maintained by a Registration Authority (per
ISO/IEC 11179), and whose contents are approved and maintained by a
governance body. This registry is the source of "authoritative metadata"
shared and utilized by a Community of Interest (COI).
