The press release says:
ISO does not subsequently charge a fee for use of the codes in the software product and has no
plans for doing so.
the ISO 3166 code list page says:
The incorporation of the complete ISO 3166-1 standard document in commercial products may be
subject to a charge.

Maybe the phrase 'standard document' is sufficient.
It previously read:
The use of ISO 3166-1 in commercial products may be subject to a licence fee.
