It is not just a factor, it is *THE* most important factor; exactly the
same factor that led to TCP/IP killing off OSI Transport, and SMTP mail
killing off X.400.
Of course, one could argue that the low cost of the tools is a
consequence of the lack of complexity in the spec, and that is therefore
a factor too.
