See Saxon at http://saxon.sourceforge.net/
"The latest version is version 7.8. This includes support for XQuery
1.0 as well as XSLT 2.0 and XPath 2.0. Version 7.8 updates the product
to align it with the 12 November 2003 working drafts"

Subject: [xml-dev] Quick question related to XQuery
Is there any XQuery/XPath implementation that is based on SAX parser?
rather event model? basically I want to find out if there is any
implementation that evaluates XQuery/XPath on the tokens - start tag,
end tag, and PCData.
thanks, murali.
