XOM includes a pretty complete and up to date XInclude
implementation. The CVS version has implemented almost all of the
latest candidate recommendation. One of these days, I'll probably get
around to fixing the implementations at xincluder.sf.net. The SAX
implementation is decent if you don't need XPointer support. The JDOM
implementation probably doesn't work with the latest JDOM. The DOM
implementation may work, but is really ugly code; and I really should
throw it away and start over.
