I'm just learning XMLSpy from Altova, http://www.altova.com, and it may
fit the bill. They have a fully-functional 30-day free trial, so you
won't have to guess if it'll work for you.
Open the schema, then select "DTD/Schema | Generate sample XML file"
from the menu.
