++1.  If the goal is a superior specification for a superior standard and 
interoperable implementations, we have to accept better beer brews longer.

The trick is to have it on the shelf before the customers are already 
satiated and wobbling their way out the door.   Some gigs are better 
than others.  The best gig is one where the band is booked again before 
they finish the night.  The worst is when the owner asks one to call 
them next week when he will have his booking sheet.  Real results are 
immediately recognizable.

Sprinkling Open Source pixie dust on a product doesn't suddenly make it more
succesful, faster or better. 
 
Also there have been efforts to come up with an XQuery test suite the same
way there is a W3C XML Schema test suite. Again my experiences have shown
these processes delay the spec not the make it go any faster. However they
improve the chances of interoperability.
