There's a fine line between a deficiency, and something that is
out-of-scope. :) Someone once told me, when I asked him about using
RELAX NG to cover this type of requirement, that (as I recall) "One
should not expect too much from a single schema standard" (Hint: his
initials are the same as mine;).

W3C Schema version 2.0 is in process, with - I have a hunch - something
on the way about mid-year-ish (just my hunch, I am not involved in the
effort). So you might want to check the W3C public archives for that, to
see if it's on the list.
