FWIW. It is always the case that ultimately the community decides.  
The interoperability that XML brings about is less an effect of the  
XML specification, than an effect brought about by a largish  
community of tool builders and adopters of XML (i.e. the people  
defining *applications* of XML). This is true of most  
specifications... they live or die by the community, and the  
interoperability benefits typically accrue from network effects.
