Actually, this is very useful in the work we are doing with UN/CEFACT.
In many cases we want to use default values for things such as code
lists and code list owners in our schema - i.e. those we (UN/CEFACT)
own. However, there may be occasions where our users want to use a
different code list. By using the default value for our attributes we
neatly handle this.
