I made that up. It may be derivative from the quotation
"The wheel grinds slow but exceedingly small." or something
like that.
Again, the best I can do explaining the town hall is at

systems, sell more open systems. It seems to be working
and the environment is shaping up to favor that. Just
remember that there will always be customers who will
pay more to own more. Some customers want to use web
plumbing but not of necessity, web applications delivered
to them just in time. They are not common customers so
pick your demographic.
Without marketing there is no market. A truism but usually
accurate. Web 2.0 is another marketing brand but I think
what Graham is saying is it will accrue meaning for some
set of people who need a sign. As they apply their minds
to sustaining applications under that sign, in that
sign, they will *declare* victory. As it said on my
Dad's cigarette package, "in hoc signo vinces".
