Right, the <?xml-myTargetHere ...?> is a full PI as is also the stylesheet
processing intruction.
I agree that concept of pseudo-PI does not exists on the xml spec. But I
can talk of pseudo-PI:
"An XML declaration (pseudo-PI)..."
