No, the PI target is a name and all Name beginning with xml are
reserved.

It's unfortunate about the spaces around the XML and xml they were
introduced just in the latest edition last month and appear in other
places as well, eg
ey MUST be escaped using either numeric character references or the
strings " & " and " < "
in section 2.4
I believe that they are a typographical error introduced in the
generation of the html the source file text hasn't changed.
