I think the plan is that Schema 1.1 won't specify an algorithm at all. It
will simply specify that A is a valid restriction of B if and only if every
valid instance of A is a valid instance of B. It will leave implementors to
devise an algorithm (or it might suggest a non-normative algorithm).
