I'd suggest also trying
xpointer="xpath1(/VULNERABILITIES/VULNERABILITY[ID_NUMBER=1070]/DESC)"/>

Some XInclude implementations support xpath1() scheme as XPath is much 
easier to implement than full xpointer() scheme.
