Help with template and tables

Have the following code...

My problem is that when this is rendered into my browser (IE 6/7,
Firefox 2) the values that I want to assign to the table width is not
replaced with the appropriate value.  I even tried to use <xsl:value-of
select=3D'$C1'/> but got an error saying that < was not allowed in the
width field.
