I can't see what's wrong with the solution given. Sometimes XPath 1.0 is
good enough!

(A lot of people have problems with the contains() function, because the
name of the function suggests to them that it expects a set of things as its
argument, and a lot of people never read the spec for a function, they try
to guess what it does from its name. has-substring() might have been a
better choice. But it's too late to change that.)
