Here's where the 6000+ pages do their due purpose.

Part-1 page xii under "Introduction" lists Apple and Novell as part of the 
consortium
who submitted the original proposal to become ECMA-376,  which is later 
submitted
by ECMA to ISO.  So, technically, Apple & Novell belong to the same "Proponent"
group.  Knowing this will bring no surprise to the observations you 
mentioned above.
