Hmm... if the byte's invalid for the first byte of a 1-byte UTF-8
sequence, what makes it think it *is* a 1-byte sequence?

Presumably it means "invalid UTF-8 start byte".

And as others have said, this is almost certainly a document in Latin-1
or a similar encoding being misinterpreted as UTF-8.
