Well, assuming that this is a custom vocabulary defined by one or more
of the members of the community that wants to use it, the sematics are
conveyed 'out of band' to the actual message exchange. That is, the
communicating parties have apriori knowledge of any and all semantics
before they start their exchange. For all other participants (who
haven't seen the spec) no semantics can really be assumed.
