Because if all other things are equal, skills and predispositions of the
users aren't. A single validation presumes a single class of users at a
single level of complexity.
Validation of the instance per se varies for some definition of validation,
yes?

An XML schema defines rules for a class of XML documents.
A relational schema (create table, create type, etc) defines rules for a
class of SQL databases.
