Then perhaps the most important item on your list should be emigration. 

Somewhere in all or most of the careers of the members of the list, we had a
job in a company run by people who used their positions to acquire the most
important rewards and to stifle or rip off the new hires or inexperienced
staff.  It's a tragic side effect of the 'birds of a feather' behavior.  I
can write a long list of efforts that failed to catch fire because of the
political environment only to be hailed as works of genius a few years later
when another source with better connections or just luck and timing
presented them.

You have to go where ideas grow if that is what you really want to do.

Place for publication in Russia is the same subject for money,
like job vacancy, exam ticket, etc. Universities even make
toilet publications to allow own official to have publication,
