you can use JAXP validation API, which is supported by Xerces-J.

Below is the pseudo code for validating a Schema:

SchemaFactory sFactory =
SchemaFactory.newInstance(XMLConstants.W3C_XML_SCHEMA_NS_URI);
Schema schema = sFactory.newSchema(.....);

If it's an invalid Schema, you'll get an exception from the above
code, else execution will pass successfully.
