Go to 3.4.4 Complex Type Definition Validation Rules
Element Locally Valid (Complex Type)
3. For each attribute (in the element instance), either
3.1 there must be an attribute use (in the type definition), or
3.2 there must be a wildcard (in the type definition) and the attribute
must be valid with respect to it.
