Changing namespaces means that every construct in the language has a
new name, so it's not really a new version so much as a new language.

If that's what is required in some circumstance then changing the name
makes sense, making sure there is no overlap at all with existing
documents. But normally by "new version" people mean something related
to the "old version" and in particular that documents not using new
features are acceptible to either version.
